    3. I think it is really severe problem in Korea. A lot of students have experienced violent from their classmates and it leads terrible result. Some students get depressive disorder and even some ones commit suicide. When I was middle and high school student I personally saw harassment sometimes. And my classmate who was got violence had spent really hard time. Actually, government is trying to solve this problems but it isn't enough. I think student who give violence need to change their thinking. They need to wear victim's shoes. Violence have to be disappeared in the world forever.

    5. Violence between students is increasing at a rate of 50 percent each year, according to the Ministry of Education, Science and Technology. The number of incidents reported by committees formed in each school to deal with the problem rose from 3,980 cases in 2006 to 5,449 in 2007 and 8,438 last year. That's almost a two-fold increase in two years.

    While violent incidents have risen 50 percent, the number of students committing such acts has almost doubled annually. A total of 6,267 students were reported to school committees for committing violence in 2006. That number rose to 11,270 in 2007 and to 20,787 last year. This means more students were involved, intensifying the violence. Violence was followed by extortion, ostracization and intimidation in the report.

    Junior high-school students face the most violence, in particular. Last year, 5,788 incidents of violence occurred at junior high schools, accounting for 69 percent of all such incidents at schools nationwide. In contrast, 2,452 violent incidents occurred at senior high schools last year, accounting for 29 percent. A total of 198 incidents of violence were reported at elementary schools last year, accounting for two percent.

    Of course, I meet a lot of time was a student. In those days teachers were hit for no reason. However, most teachers did not hit a wrong without.
    Now our country is no longer there is no relationship between teachers and students. Only the remains of individuals. Child protection will lead to the derailment.

    Corporal punishment is to be banned in all elementary, middle and high schools in Seoul from Monday.

    Schools have fixed a new set of regulations to ban all forms of corporal punishment, according to the Seoul Metropolitan Office of Education on Sunday.

    “Over 99 percent of all public and private schools have revised their regulations as of Friday,” said an official at the education office.

    “From Monday onward, all forms of physical punishment, regardless of their purpose and intensity, are to be strictly forbidden.”

    Minor violations are to be dealt with directly by the schools but the education office may interfere in cases of continuous or intense violence and impose an administrative sanction, officials said.

    The schools’ moves were based on the policy of the liberal Seoul educational head Kwak No-hyun, who firmly vowed to abolish physical punishment in schools.

    They also followed a recent scandal in which several elementary school teachers used excessive violence on their students under the pretext of disciplinary action.

    However, many schools lack a substitute means of maintaining discipline.

    The SMOE suggested in September a face-to-face counseling program as a guiding system for disobedient students but few schools have actually adopted it, mostly due to the lack of budget or manpower.

    The office, vowing to promote an anti-corporal punishment campaign, will thus send out detailed guiding manuals to schools on dealing with students.

    It will also keep close watch on 15 sample schools before coming up with additional measures, officials said.

    “The corporal punishment ban is a motto which we plan to push ahead,” said an SMOE official.

    “The age-old customs will, of course, not disappear all at once, so we will gradually work on eliminating them phase by phase.”

    Corporal punishment, together with the admissions officer system, has been the most controversial issue in educational circles this year, especially as the SMOE and the Educational Ministry took opposing stances.

    Also, most teachers were reluctant to adopt a full ban on punishment.

    According to a recent survey by the Korean Federation of Teachers’ Association on Seoul teachers, 68.2 percent of the respondents thought the ban was inappropriate.

    The KFTA also filed a petition to the ministry to legislate a law which permits corporal punishment under limited circumstances, claiming that the present moral hazard among students may not be controlled otherwise.

It's inappropriate, because abstinence can't be trained or educated. It is just want. Adult even can't endure their want.     In America, sex education is no longer about telling kids to stay away from intimacy as the government approved for the first time in more than a decade dozens of new programs that aren’t centered only on abstinence.

    Starting this school year, 28 programs will share a $375-million federal grant with a goal to lower teen pregnancy rates. The programs take an ``above the waist” approach, which aims to help improve students’ grades and involvement in extracurricular activities.

    This is a U-turn led by U.S. President Barack Obama from the abstinence-until-marriage programs advocated under former President George W. Bush.

    Many of the new programs will go practical by giving out condoms, but their main focus will be to guide teens to they make wiser life decisions.

    ``Shifting funds from failed abstinence-only programs to a new teen pregnancy prevention initiative is only the first step in the long battle to reverse the effects of 12 years of bad sex education policies,’’ said James Wagoner, the president of Advocates for Youth.

    According to a new Center for Disease Control and Prevention (CDC) report, states with abstinence-only sex education have sharply higher teen pregnancy rates than others.

    For example, Connecticut, Massachusetts and New Hampshire have birthrates below 25 per 1,000 teens, while Arkansas, New Mexico and Texas recorded rates that run higher than 60 per 1,000.

    The CDC says the overall U.S. teen birthrate increased from 2005 to 2007, but dropped in 2008.

    ``There’s a growing realization that we have to talk to young people about relationships. It’s not just body parts,’’ said Bill Albert, the chief program officer for The National Campaign to Prevent Teen and Unplanned Pregnancy. ``It’s saying, `What are your goals?’ and helping young people understand what they need to get there.’’

    The U.S. government is continuing to address teen pregnancy as a serious matter as it recently awarded $155 million in grants last month to prevent early pregnancies.

    ``These grants address a major problem facing American young people and their families,’’ said Kathleen Sebelius, secretary of U.S. Department of Health and Human Services. ``Teen pregnancy short-circuits the futures of young parents and their children. It is critical that we work with states and communities to give our young people the tools and information they need to make wise decisions that will ensure their health and success.’’

    The teenager sex trade is rampant in the online world, the Ministry for Health, Welfare and Family Affairs said Thursday.

    A large portion of the trade involves same-sex partners, a phenomenon which seems to be increasing at a fast pace.

    The ministry's Central Inspection Bureau (CIB) enforced a crackdown on online teenage sex trade between April and June in which they caught 36 teenagers involved in more than 242 incidents. Alongside, 17 adult males and one broker were caught. The team saw to it that the minors were taken to shelters or to their homes.

    Twelve of the 36 were males who had sex with another male in exchange for money or a ``gift.''

    According to the bureau, a 16-year-old identified as Song, met a 45-year-old personal chauffer and performed ``indecent acts'' three times inside the driver's car in exchange for a packet of cigarettes. Another 16-year-old named Kang met a 70-year-old cleaning man identified as Jeong and performed similar lewd sexual acts for which he was paid 90,000 won ($90).

    Park Eun-jung, a director general of the CIB, did not specify the exact change in the number of the illicit same-sex encounters, but said it had increased as had those who were apprehended.

    Park said that most of the men appeared to do sex out of curiosity. ``While juvenile females have sex to get money to cope with financial difficulties after running away from home, the money or goods traded between males were more like a kind of gimmick.''

    She added that the cases do not necessarily mean that the persons involved were homosexual. ``Many offenders were married and had families. The only difference we could trace was that they were relatively old but had a sexual appetite they could not control,'' she said.

    The ministry also said Internet chatting spaces were mostly used to exchange information or make deals.

    A chat site with more than 10 million members nationwide was targeted by the CIB, which said it had monitored thousands of deals being brokered.

    The Web site agreed to adopt a better word-screening system and strengthen its monitoring, but said most ``trading'' was done in ``secret chatting windows'' that management could not access without a warrant.

    In a bid to combat the juvenile sex trade, the ministry is pushing to revise the Youth Sex Protection Law. Currently a crime is only ``committed'' after sexual intercourse has taken place, which provides a loophole for those trying to entice the under aged. Park said the revision will allow the authorities to punish people who attempt to buy and sell sex from teenagers.

    Those forcing young people into prostitution, buying sexual services from them or soliciting another person to buy sex will be heavily fined and sentenced to up to five years in prison.

    3. Nowadays before 20years old, students are having sex relationship with other students. Because of this an irresponsible conduct, there are many bad results such as unwanted pregnancy, dropout. We cannot prohibit all youth sex relationship. But I think these bad result could be prevented. For example school have to teach the right sex and contraception.

    5. Debate regarding the teaching of sex education in school has been ongoing, with the recent comment from the teacher`s union saying that teachers are not trained to teach sex education.
    I agree with both the need for sex education in school and also the reservation of teaching sex education. I disagree, however, that sex education will lead to more premarital sex. But poor handling of the subject can lead to students being exposed to half-truths that can be detrimental.
    How can we approach sex education in schools? First, we can introduce a half-weekly counselling office in all secondary schools staffed by a qualified nurse trained in counselling adolescents.

    The teenager sex trade is rampant in the online world, the Ministry for Health, Welfare and Family Affairs said Thursday.

    A large portion of the trade involves same-sex partners, a phenomenon which seems to be increasing at a fast pace.

    The ministry's Central Inspection Bureau (CIB) enforced a crackdown on online teenage sex trade between April and June in which they caught 36 teenagers involved in more than 242 incidents. Alongside, 17 adult males and one broker were caught. The team saw to it that the minors were taken to shelters or to their homes.

    Twelve of the 36 were males who had sex with another male in exchange for money or a ``gift.''

    According to the bureau, a 16-year-old identified as Song, met a 45-year-old personal chauffer and performed ``indecent acts'' three times inside the driver's car in exchange for a packet of cigarettes. Another 16-year-old named Kang met a 70-year-old cleaning man identified as Jeong and performed similar lewd sexual acts for which he was paid 90,000 won ($90).

    Park Eun-jung, a director general of the CIB, did not specify the exact change in the number of the illicit same-sex encounters, but said it had increased as had those who were apprehended.

    Park said that most of the men appeared to do sex out of curiosity. ``While juvenile females have sex to get money to cope with financial difficulties after running away from home, the money or goods traded between males were more like a kind of gimmick.''

    She added that the cases do not necessarily mean that the persons involved were homosexual. ``Many offenders were married and had families. The only difference we could trace was that they were relatively old but had a sexual appetite they could not control,'' she said.

    The ministry also said Internet chatting spaces were mostly used to exchange information or make deals.

    A chat site with more than 10 million members nationwide was targeted by the CIB, which said it had monitored thousands of deals being brokered.

    The Web site agreed to adopt a better word-screening system and strengthen its monitoring, but said most ``trading'' was done in ``secret chatting windows'' that management could not access without a warrant.

    In a bid to combat the juvenile sex trade, the ministry is pushing to revise the Youth Sex Protection Law.     The study, which polled people considering plastic surgery within the next two years, found almost 30% reported average household incomes of less than $30,000. Forty-one percent had annual incomes of $31,000-60,000, and 16%, $61,000-90,000. Only 13% claimed salaries of more than $90,000 per year.

    The participants' age ranges varied as well: 26% were 18-29 years old; 38%, 30-49; and 36%, 50 or older. Eighty-one percent had not undergone plastic surgery, while 19% already had at least one cosmetic procedure. Those polled came from all regions of the U.S. More than 85% were Caucasian and 85% were women.

    In addition to the general poll, in-depth interviews were conducted with those individuals who actively were considering plastic surgery. They had sought information from the ASPS Physician Referral Service in the past 18 months. Most of those interviewed felt they could achieve emotional, psychological, and social improvements by having plastic surgery. Although a majority of participants were interested in upgrading their appearance, many emphasized they were not motivated by vanity. Instead, they associated plastic surgery with fixing a bothersome physical feature.

    When asked why they wanted to have plastic surgery, 75% said to gain physical benefits such as better appearance, becoming more active, and being healthier. Approximately 70% cited emotional and psychological benefits, such as greater happiness, self-esteem, and self-confidence. In addition, 45%--more notably men than women--expected social benefits from plastic surgery, including being more accepted and attractive.

    5. A girl in her teens with AIDS has been arrested on charges of having sexual intercourse with 20 men that she met on websites while knowing she had the disease.
    Busan Haeundae-gu police officers reported Tuesday that it requested an arrest warrant for the 19-year-old girl, only known as Ahn as she had intercourse without telling the men that she was infected with HIV.

    According to the police, Ahn offered sex in love motels to men she met on Internet sites since last September. Ahn was paid 50,000 won to 100,000 won ($44-$88) for each meeting.

    Ahn reportedly said she suggested using contraceptives but her male partners refused to do so.

    3. i believe that this is quite wicked idea. becuase of G20 , we could see lots of foreingers in Seoul downtown area. they are here for work but also they are looking forward to feel new things, see new people, new culture. and not just becuase of G20, korea is quite famous now. (than 10 years ago. or 5 years ago) people started to notice about korea and they are starting to have interest to us. korean adults used to introduce our country for others but now youth (which is the group of people changing to be..... global person than used to be) is writing about ourselves by their view for foreigner visitors. and im sure it will be influence to visitors and foreinger who has interst on us. cuz youth's view are probably different from adults.

    In America, sex education is no longer about telling kids to stay away from intimacy as the government approved for the first time in more than a decade dozens of new programs that aren’t centered only on abstinence.

    Starting this school year, 28 programs will share a $375-million federal grant with a goal to lower teen pregnancy rates. The programs take an ``above the waist” approach, which aims to help improve students’ grades and involvement in extracurricular activities.

    This is a U-turn led by U.S. President Barack Obama from the abstinence-until-marriage programs advocated under former President George W. Bush.

    Many of the new programs will go practical by giving out condoms, but their main focus will be to guide teens to they make wiser life decisions.

    ``Shifting funds from failed abstinence-only programs to a new teen pregnancy prevention initiative is only the first step in the long battle to reverse the effects of 12 years of bad sex education policies,’’ said James Wagoner, the president of Advocates for Youth.

    According to a new Center for Disease Control and Prevention (CDC) report, states with abstinence-only sex education have sharply higher teen pregnancy rates than others.

    For example, Connecticut, Massachusetts and New Hampshire have birthrates below 25 per 1,000 teens, while Arkansas, New Mexico and Texas recorded rates that run higher than 60 per 1,000.

    The CDC says the overall U.S. teen birthrate increased from 2005 to 2007, but dropped in 2008.

    5. Debate regarding the teaching of sex education in school has been ongoing, with the recent comment from the teacher`s union saying that teachers are not trained to teach sex education.



    I agree with both the need for sex education in school and also the reservation of teaching sex education. I disagree, however, that sex education will lead to more premarital sex. But poor handling of the subject can lead to students being exposed to half-truths that can be detrimental.

    Finally, when should sex education be introduced? In lower secondary or upper secondary? I feel that it would be more useful to introduce the programme from lower secondary, running all the way through upper secondary. It should be about coping positively with one`s sexuality.



    We may be still some way from introducing an effective sex education module in school, but we should all start thinking about it not only in light of the risk posed by HIV/AIDS, but also to educate our adolescents about the risk of teen pregnancies, STDs, as well as coping with the challenges that emerge from the shaping of one`s sexual identity.

The role-playing speaks volumes about the culture at Cossitt School in La Grange, Illinois, where thinking about how your behavior affects others is as much a part of the day as reading and math.

    “You can’t just assume kids know how to show kindness or resolve conflict,” said Principal Mary Tavegia. “You’ve got to give them the tools as soon as they walk in the door.”

    In 2004, Illinois became the first state in the nation to require all school districts to teach social and emotional skills as part of their curriculum and daily school life. That means students are expected to meet certain benchmarks, such as recognizing and managing feelings, building empathy and making responsible decisions.

    And the touchy-feely stuff doesn’t have to come at the expense of intellect. New evidence shows a strong link between interpersonal skills and academics, said Roger Weissberg, a professor of psychology at the University of Illinois Chicago, who has studied social and emotional learning for more than 25 years.

    Weissberg and his colleagues recently completed an analysis of 300 scientific studies and reached two important conclusions: Students enrolled in such programs scored at least 10 percentage points higher on achievement tests than peers who weren’t. At the same time, discipline problems were cut in half.
